This revision brings the ATSC method for content identification in line with methods defined in MPEG-2 Systems, replacing an ATSC-defined descriptor with the ISO-defined Content Labeling Descriptor. The ISO descriptor is general-purpose and can carry an International Standard Audiovisual Number (ISAN) or any other appropriate type of identifier. Additionally, the revision defines an ATSC Content Identifier structure (carried inside the ISO descriptor) that allows a broadcaster to identify content with a “house number.” As this number is scoped to the broadcaster’s Transport Stream ID (TSID), each broadcaster is free to use any desired numbering scheme. Recognizing that house numbers are re-used after a period of time, the ATSC Content Identifier includes parameters identifying the lifetime of the number: the time period during which the content ID value will not be reassigned to different content.

Bylaws Revision
On February 29th, the Board of Directors authorized the balloting of a revision of the ATSC Bylaws (Doc. B/2) to the Voting Members. The proposed revisions, which are shown in redline, include the following:
  • Clarification that the quorum requirements for membership ballots are 10%.
  • A quorum requirement for Technology Group letter ballots is defined as 25%.
  • Non-employee representatives of companies must declare that they have authority to vote at the beginning of the meeting.
  • Clarification that an individual is limited to representing a single Voting Member.
  • The Board of Directors may designate a preferred methodology for voting.
  • Technology Group elevation of documents require voting to be done by means of a letter ballot (note that the definition of Letter Ballot includes electronic means).
The Board recommends approval of the revisions as proposed. This ballot closed on 9 April 2008. It was approved: 26 yes, 2 no, 0 abstain. Comments were received from three members. The following documents are available:

Revision B of A/76, "Programming Metadata Communication Protocol"

On 25 October 2007 Corrigendum No. 1 to ATSC Standard A/76A, “Programming Metadata Communication Protocol,” was approved by the ATSC membership. During the comment resolution process, it was determined that the intention of TSG, when it approved the Corrigendum, was that the changes specified be rolled-up to produce Revision “B” of the Standard (A/76B). This ballot seeks approval of Revision B.

Pursuant to the Bylaws of the Advanced Television Systems Committee, Inc. (ATSC) and its Policy on Nominating Board Members and Chairman, the ATSC Nominating Committee nominated five candidates to be considered for election to fill four vacant Board seats beginning January 1, 2008. The four open board seats are for 3-year terms. The four top vote-getters will be elected to the Board. The Nominating Committee also nominated one candidate for chair of the ATSC Board. 2006 Board of Directors

"Note: It is important that ACAP is included as a profile within the GEM specification for the DVB Project. DVB is not willing to include ACAP unless the intellectual property policy for ACAP is more aligned with DVB’s policy. This imposes additional requirements on Members beyond those in the ATSC Patent Policy, adopted December 2004. For this reason, please notify us in writing if you will not grant, with respect to intellectual property owned or controlled by your company that would be infringed when implementing the ACAP specification, non-exclusive, non-transferable, world-wide licenses on fair, reasonable and non-discriminatory terms. Such licenses (i) would apply to intellectual property owned or controlled by your company for use in or of equipment fully complying with the ACAP specification and (ii) would be available to any third party which makes a similar undertaking with respect to any relevant intellectual property it may have or obtain that would be infringed when implementing the ACAP specification. If you don’t respond by giving ATSC written notice, on or before [closing date of ballot] 2005, that you will not grant such licenses, then it will be assumed that you will make available such licenses.

With the approval of the Board of Directors, we are following the practice developed by DVB in this single instance in addition to the requirements of the ATSC Patent Policy (B/4).
